Thank you very much. It’s a great honor to be with a friend of mine, really for a long time now, if you think about it. The very, very distinguished and respected president of China, and we will be having some discussions. I think we’ve already agreed to a lot of things, and we’ll agree to some more right now. But President Xi is a great leader of a great country, and I think we’re going to have a fantastic relationship for a long period of time. It’s an honor to have you with us. Thank you very much. Thank you.
President Xi:
President Trump, it is a great pleasure for me as well to meet you. And it feels very warm seeing you again because it’s been many years. Since your reelection, we have spoken on the phone 3 times. Exchange several letters. And stayed in close contact. And our joint guidance chat relations have remained stable on the whole.
Given our different national conditions, we do not always see eye to eye with each other. And it is normal. For the two leading economies of the world to have frictions now and then. And in the face of wind, waves, and challenges. You and I, at the helm of Chinese relations, should stay the right course. And ensure the steady setting forward of the giant ship of Chinese US relations. I always believe that China’s development goes hand in hand with your vision to make America great again. Our two countries are fully able to help each other succeed and prosper together. Over the years, I have stated in public, many times, that China and the United States should be partners and friends. This is what history has taught us. and what reality need demands.
A few days ago, in the latest round of consultation, our two economic and trade teams reached the basic consensus on addressing our respective major concerns and made encouraging progress. This provided the necessary conditions for our meeting today. Mr. President, I’m ready to continue working with you to build a solid foundation for China US relations, and create a sound atmosphere for the development of both countries.
Mr. President, you care a lot about world peace. And you are very enthusiastic about settling various regional hotspot issues. I appreciate your great contribution to the recent conclusion of the Gaza ceasefire agreement. During your visit to Malaysia, you witnessed the signing of the Joint Declaration on Peace along the Cambodia, Thailand border. To which you had provided input. China’s been helping in our own way, Cambodia and Thailand properly settle their border disputes, and we have also been promoting peace talks to resolve other hotspot issues. The world today is confronted with many tough problems. China and US can join each other, our responsibility, as major countries, and work together to accomplish more. Great and concrete scenes for the good of our two countries and the whole world. I look forward to exchanging views with you, on questions important for 2 countries and the world. Thank you. Hello, everybody.I thought it was an amazing meeting. He’s a great leader — the leader of a very powerful and very strong country, China. What can I say? It was an outstanding meeting with a lot of important decisions made. There wasn’t much left unresolved. We came to conclusions on many significant issues, and we’ll be handing those over shortly. There were many topics — many of them very important — and we reached agreement on a great number of elements.
Large quantities of soybeans and other agricultural products are going to be purchased immediately — starting right away. If you noticed, President Xi authorized yesterday for China to begin buying very large quantities of soybeans and other goods. I appreciated that — it was a very nice gesture.
We also discussed fentanyl. We agreed that he’s going to work very hard to stop the flow. It’s a complex subject, because fentanyl is used for different reasons — including medical anesthetics — but he’s committed to cracking down on the precursor chemicals. I think you’ll see some real action soon. As you know, I put a 20% tariff on China because of the fentanyl issue. That’s a big tariff. Based on his statements today, I’ve reduced it by 10%, so it’s now 10% instead of 20%, effective immediately. I believe he’s going to work very hard to stop the problem, even though it’s complicated given the nature of fentanyl and how the precursors work.
We had discussions on many of the topics you all ask me about frequently, and most of those were resolved. I’d say we agreed to almost everything in a very acceptable form. Not everything came up — some issues, in retrospect, we might have discussed but didn’t.

Chips, sir — did he agree to buy more?Trump:
We did discuss chips. They’re going to be talking to Nvidia and others about purchasing. We make great chips — Nvidia is the leader. I’ll be speaking to Jensen at Nvidia, but they’ll work that out directly. That’s really between China and Nvidia, though we’re sort of the referee here.Reporter:
Just to clarify, sir — are you authorizing the downgraded Blackwell chips for export?Trump:
No, not the Blackwell. We’re not talking about the Blackwell that just came out yesterday. But there are many other chips, and that’s good for us.Reporter:
What are the major stumbling blocks left, and how soon do you think you could sign a trade deal with China?Trump:
Pretty soon. There aren’t many major obstacles left. We have a deal now, and we’ll renegotiate it each year — but I think it’ll go on much longer than that. All the rare-earth issues have been settled. That’s good not just for the U.S. but for the world. The roadblock on rare earths is gone. It’s a one-year agreement, renewable annually, and I expect it’ll be routinely extended.As for tariffs, they’ll stay mostly the same — around 45 to 47%, down from 57%, because of the fentanyl progress. China’s taking strong action, and we’ve already seen results.

So, will you be visiting China after this?Trump:
Yes, that’s another thing we agreed on. I’ll be going to China in April, and President Xi will come to the U.S. sometime after that — perhaps in Florida, Palm Beach, or Washington, D.C.Reporter:
Did you discuss shipping fees or the 301 shipping investigation?Trump:
We’re postponing that while we negotiate. We’re also rebuilding the shipbuilding industry. The Koreans just agreed to invest $150 billion in U.S. shipbuilding, so we’re on a good path forward. That’s no longer an issue.Reporter:
Did Ukraine or Taiwan come up?Trump:
Yes, Ukraine came up — we talked about it at length. We agreed to work together to see if we can get something done. The two sides are locked in a fight, and sometimes you just have to let them fight, but we’re going to work on resolving it. It doesn’t really affect China or us, but I’d like to see it end. I don’t like seeing 6,000 or 7,000 young soldiers killed. It’s not costing us anything — in fact, we make money selling weapons to NATO. But still, I want to see peace.As for Taiwan, it never came up. It just wasn’t discussed.

Why did you post on Truth Social about nuclear testing before the meeting?Trump:
It had to do with others — they’re all testing nuclear weapons. We have more than anyone, but we stopped testing years ago. If others are testing, I think it’s appropriate that we do, too. The details will be announced later.Reporter:
Did Israel give you a heads-up before striking Gaza? And is it still a ceasefire?Trump:
Yes, one of their soldiers was killed by a sniper, and they responded. But it’s still a ceasefire now — back to a ceasefire.Reporter:
What about the reduction of U.S. troops in Romania?Trump:
That’s not a big deal — it’s a small adjustment, nothing significant.Reporter:
When you talk about sending a nuclear signal, which countries are you referring to?Trump:
We’ll be issuing a statement soon. Overall, it was a very comprehensive discussion. On a scale of 0 to 10, with 10 being the best, I’d rate the meeting a 12. The relationship is very important, and I think it was a really good one.Especially following our successful trip — we were in Malaysia, we signed a peace deal between Cambodia and Thailand, and secured critical mineral agreements with our allies. So many productive meetings — literally hundreds of billions, even trillions, of dollars of new investments have come into the U.S. over the past few days. Toyota’s building $10 billion in new plants. Japan, South Korea, and many others are investing record amounts.

Any new Chinese investments in the U.S.?Trump:
They already have investments and will continue to invest. President Xi congratulated me on the tremendous success we’ve had — no country has ever seen so much money come in for investment, manufacturing, autos, and AI. But we didn’t specifically discuss new commitments.Reporter:
Did you speak with Kim Jong Un about setting up a meeting?Trump:
No, we didn’t talk. I was too busy, and frankly, it would’ve been disrespectful to the importance of this meeting. But I’ve had a great relationship with Kim. Honestly, if Hillary Clinton had been elected, I think we’d have had a big war — a very bad war.Reporter:
Are you concerned we’re entering a more dangerous nuclear environment?Trump:
No, I think we’ve got it under control. We have more nuclear weapons than anyone — Russia’s second, China’s third, and they’ll probably catch up in four or five years. I’d like to see denuclearization — real de-escalation — and we’re already talking to Russia about it. China would be included if we move forward.Thank you all. It was a great success and a great honor. President Xi is a tremendous leader of a very powerful country, and I have great respect for him. We appreciate that he came for this meeting. I had a truly great meeting with President Xi of China. There is enormous respect between our two Countries, and that will only be enhanced with what just took place. We agreed on many things, with others, even of high importance, being very close to resolved. I was extremely honored by the fact that President Xi authorized China to begin the purchase of massive amounts of Soybeans, Sorghum, and other Farm products. Our Farmers will be very happy! In fact, as I said once before during my first Administration, Farmers should immediately go out and buy more land and larger tractors. I would like to thank President Xi for this! Additionally, China has agreed to continue the flow of Rare Earth, Critical Minerals, Magnets, etc., openly and freely. Very significantly, China has strongly stated that they will work diligently with us to stop the flow of Fentanyl into our Country. They will help us end the Fentanyl Crisis. China also agreed that they will begin the process of purchasing American Energy. In fact, a very large scale transaction may take place concerning the purchase of Oil and Gas from the Great State of Alaska. Chris Wright, Doug Burgum, and our respective Energy teams will be meeting to see if such an Energy Deal can be worked out. The agreements reached today will deliver Prosperity and Security to millions of Americans. After this Historic trip to Asia, I am now heading back to Washington, D.C. I want to thank the Great Countries of Malaysia, Japan, and South Korea for being so generous, gracious, and hospitable — Also, Australia, Canada, New Zealand, Singapore, Thailand, and Vietnam, who were at the Dinner last night hosted by His Excellency Lee Jae Myung. Bessent’s Fox Business News Interview
Bessent’s interview revealed additional details about the meeting:
1/ / The “Kuala Lumpur Agreement” was finalized late last night, and the signing could take place as early as next week. Under the agreement, China agreed to purchase 12 million metric tons of soybeans this season (to be completed between now and January), and at least 25 million metric tons per year over the next three years. A situation similar to that in 2020 is expected — at that time, following the signing of the Phase One Agreement, President Trump personally called President Xi multiple times to encourage additional purchases, and the total amount far exceeded the original commitment.
2/ The atmosphere in the meeting room was one of mutual respect and familiarity — a conversation between two leaders who know each other well and understand exactly what they are doing. Bessent noted that one of the most helpful aspects of today’s meeting was the participation of He Lifeng, whom he described as “very interesting.”
3/ The two sides agreed to cut the fentanyl-related tariff in half. In return, China committed to providing substantial cooperation to reduce the flow of precursor chemicals into North America. The U.S. and China will establish a joint working group to develop objective metrics within the next few weeks to measure the success of these efforts.

Congratulations to you and your team on what we’re hearing out of the China deal. Can you walk us through the most important into elements of this agreement that President Trump said was very friendly between the United States and China.
Bessent
Well, Maria, all the congratulations should go to President Trump. He has a fine relationship with President Xi. The mood in the room was one of great respect, but also between two men who knew each other quite well and knew what they were getting into. I think what was very helpful for today’s meeting was my counterpart, the Vice Premier, who is fun. And I had two days of very tough and fulsome negotiations in Kuala Lumpur, Malaysia earlier in the week. So President Xi walked in the room and said, I think we can agree on the consensus reached in Malaysia. And so the two leaders were able to discuss more bigger picture ideas during the conversation, including, you know, what the remainder President Trump’s term would look like because I think the Chinese realize that with President Trump in office, it is an opportunity to reset the relationship in terms of mutual respect. President Trump is commanding respect around the world like no other leader.
Maria
Yeah, for sure. And we saw that throughout all of his meetings. Now, secretary, many people were worried about the flow of rare earth minerals. And I know that you address this with your counterpart part first and then the president took it on with Xi Jinping. Is this a pause for a year? What is the story in terms of the flow of rare earth minerals? Bessent Yes, we. So on October 8th, United States meeting in South Korea between President Trump and President Xi resulting in deals we think on Rare earth. Export controls on products with even point zero one % of rare earth minerals produced or manufactured in China, they were gonna put export controls on those. It was China versus the world. And we were able to negotiate a one year pause on that in return for some things that the Chinese wanted, President Trump was also able to negotiate with President Xi and agreement to start working on ending this terrible fentanyl crisis that is affecting the US and what is China’s part in that? Their precursor chemicals for fentanyl. Our ship from China to Canada to Mexico, they make their way into the US and are killing hundreds of thousands of our citizens and ruining families and lives, you know, for decades to come. So President Trump very wisely in the spring had put a 20% fentanyl tariff on China. We agree to cut that in half. And in return, they’re going to give us substantial cooperation in return for reducing the precursor flow into North America. We’re gonna set, we’re gonna have working groups that over the coming weeks will set very objective measures on whether that’s successful or not.
Maria
So, this pause for a year would be until next October. Secretary, what are you gonna do in terms of verifying that? And you know, they really did surprise the world when they put those export controls in place. Do you believe that, in fact, you will be able to get that refined magnets flowing for this year? And is that enough time for the US to become independent in terms of the need for those rare earth magnets. I know that the president was very smart in terms of doing lots of deals with Asian partners, even before sitting down with Xi Jinping. And among those was the deal with Australia for rare earth as well.
Bessent
Right. So Maria, let’s work backwards there. The president has been laser focus since the day he came in office in terms of raiders. He issued an executive order right out of the box. He recognize the this is a strategic vulnerability for the US the Chinese control about 70% of the mining, but more importantly, they control about. 90% of the processing and refining. So since January, President Trump, this administration had been working to stand up facilities where we can refine and process raiers. I think it is something that we inherited. This was a message 20 years in the making. And, you know, President Trump is determined to solve this because we have to take control of our supply chains and we’re gonna be taking control of our supply chains in raiders, in semiconductors and medicines, in steel, in shipbuilding. You know, part of the America First agenda the President Trump is pushing is for us to be able to control our own destiny and not have any choke points in our supply chains like he inherited.
Maria
This is very important. Secretary, really congratulations on that. In re, in response, is the US suspending that new rule that was put in place that would have expanded the entity list export restrictions to any entity that is at least 50% owned by one or more entities on the list for one year.
Bessent Yes, we are going to be suspending that for a year in return for the suspension on, on the rare earth licensing regime. And Maria, what’s important to note here that it was China versus the world. China put or threaten to put this licensing regime on the entire world. And President Trump as the leader of the free world, they negotiated this deal for everyone because what’s important for people to understand is that the western supply chains, along with the democracies in Asia, India, Japan, Korea, we’re understanding now the supply chains are very integrated. So I, it wouldn’t have done it any good just to suspend the licenses or the licensing regime for the US. It has to be for the whole world is united here and we’re all moving forward together. And it was President Trump’s leadership that’s done this.
Maria Well. It’s very interesting to see what was most important to China and what we’re giving them in response. And obviously, that entity list export restriction was quite important to them. What about suspending the measures from the section 301 investigation, secretary, which of course, initially targeted China’s maritime, logistics and shipbuilding industries for one year? Is that also on the table?
Bessent
That was also suspended, Maria, in the meantime, just the threat of that 3:01 since the summer, I believe that the Chinese shipbuilders have seen substantial diminiitions are decreases in their order books. So that’s gonna be suspended for a year.
And what’s important, President Trump agreed last night with the president of Korea on a historic deal that is going to bring shipbuilding back to the US and you know, the CRE, the Koreans are great shipbuilders. The Japanese or great shipbuilders. So we’re going to integrate our shipbuilding with our western allies.
And Maria, this is what leadership looks like. You know, when the US leads, the world follows. And President Trump has been doing that. I’ve been fortunate enough that over the past nine months, I’ve seen President Trump in action. I saw him at the G7 in Canada with the Europeans. I saw him at the United Nations where he gathered, I would guess 85% of the Muslim speaking world in a room that set the stage for the deal in Gaza. And then two days ago at the ASEAN conference, we had the leaders in Asia. And it is the respect for President Trump and all three of these groups that is allowing US leadership to reassert itself. And this is what is going to matter for the US economy, the American people and the free world. We’re all moving forward together with his leadership.

Secretary, when are you expecting a signed, a contract or a signed agreement from the dealings in China?
Bessent
Nope. Maria, we finished it. The Kuala Lumpur agreement was finished in the middle of the night last night. So I expect that we will exchange signatures possibly as soon as next week. And Maria, one of the big parts of this agreement, and I’m gonna break the news here on your story, is the massive amount of agriculture purchases that the Chinese are gonna be doing in this agreement. So the Chinese have agreed to buy 12 million metric tons of soybeans during this season. Right now, between now and the, should be January, and then for the next three years, they’re gonna be buying a minimum of 25 million metric tons per annum.
For the next three years, what I would expect is, as President Trump did in 2020, after President Xi had agreed to the phase one deal, he called him regularly and got him to buy more and that number went up much higher. The other thing to realize is in addition to the 12 this year, the 25 per year, 25 million times per year for the next three years. We’ve also signed traded deals with countries in Southeast Asia, the rest of the world to buy our soybeans to the tune of another 19 million metric tons. So, you know, our great soybean farmers who the Chinese used as political pawns, that’s off the table and they should prosper in the years to come. They back President Trump and they knew that he had their back. And this deal is the culmination of that. And yeah, it sets in motion a great purchase agreements for the next three and a half years.

BUSAN, Oct. 30 (Xinhua) — Chinese President Xi Jinping met with U.S. President Donald Trump in Busan on Oct. 30 local time.
Xi said that under their joint guidance, China–U.S. relations have remained generally stable. He noted that being partners and friends is both the lesson of history and a practical necessity for the two countries. Given their differing national conditions, it is unavoidable that there will be some disagreements; as the world’s two largest economies, occasional frictions are also normal. Facing headwinds and challenges, the two heads of state, as helmsmen, should keep a steady course and manage the overall direction so that the big ship of China–U.S. relations can sail smoothly. Xi said he is willing to continue working with President Trump to lay a solid foundation for China–U.S. relations and to foster a sound environment for each country’s development.
Xi stressed that China’s economy is performing well, growing 5.2% in the first three quarters of this year, with goods trade imports and exports up 4%—results achieved despite internal and external difficulties and therefore hard-won. China’s economy is like a vast ocean, with large scale, strong resilience, and great potential. China is confident in and capable of handling various risks and challenges. The Fourth Plenary Session of the 20th CPC Central Committee reviewed and adopted proposals for the national economic and social development plan for the next five years. For more than 70 years, China has pursued a consistent blueprint, working relay-style from one stage to the next. It has never sought to challenge or replace anyone, but rather to focus on doing its own work well, becoming a better version of itself, and sharing development opportunities with the world—this is a key to China’s success. China will further deepen reform in all respects and expand high-level opening-up, striving for both qualitative improvement and reasonable quantitative growth, advancing well-rounded human development and common prosperity for all. Xi said he believes this will also open broader space for China–U.S. cooperation.
Xi noted that the two sides’ economic and trade teams held in-depth exchanges on major issues and reached a consensus on solutions. He called on both teams to promptly flesh out and finalize the follow-up steps, and to safeguard and implement the consensus so as to provide “a stabilizing pill” for both economies and the world economy through concrete outcomes. The twists and turns in recent China–U.S. economic and trade relations have offered both sides some lessons: economics and trade should continue to serve as the ballast and propeller of bilateral ties, not stumbling blocks or flashpoints. The two sides should take a long-term, big-picture view and focus on the broader gains from cooperation, rather than falling into a vicious cycle of tit-for-tat retaliation. The teams can continue talks on the basis of equality, mutual respect, and reciprocity, steadily shortening the list of problems and lengthening the list of cooperation.
Xi emphasized that dialogue is better than confrontation. All channels and levels of communication between China and the United States should be maintained to enhance mutual understanding. There is strong potential for cooperation in combating illegal immigration and telecom fraud, anti–money laundering, artificial intelligence, and the response to infectious diseases; the relevant departments should step up dialogue and carry out mutually beneficial cooperation. The two countries should also engage in positive interaction at the regional and international levels. With many difficult problems in today’s world, China and the United States can jointly demonstrate the responsibility of major countries and work together to do more things that are good, practical, and beneficial for both countries and the world. Next year, China will host APEC, and the United States will host the G20 Leaders’ Summit. The two sides can support each other to strive for positive outcomes at both meetings, contributing to global economic growth and better global economic governance.
Trump said he was honored to meet with President Xi. China is a great country, and President Xi is a highly respected great leader and a long-time friend with whom he gets along very well. U.S.–China relations have been good and will be even better in the future; he hopes for an even brighter future for both countries. China is the United States’ biggest partner, and working together the two countries can accomplish many major undertakings; U.S.–China cooperation will achieve even greater results going forward. He welcomed China’s hosting of the 2026 APEC Economic Leaders’ Meeting and the U.S. hosting of the G20 Summit, and said he was pleased to see both sides succeed.
The two heads of state agreed to strengthen cooperation in areas such as the economy and trade and energy, and to promote people-to-people exchanges.
They also agreed to maintain regular contact. Trump looks forward to visiting China early next year and invited President Xi to visit the United States.

China’s MOFCOM statement:
The Chinese and U.S. economic and trade teams have reached the following key consensuses and outcomes through consultations in Kuala Lumpur:
The U.S. side will remove the 10% so-called “fentanyl tariffs” imposed on Chinese goods.
The 24% reciprocal tariffs imposed on Chinese goods will remain suspended for another year. The Chinese side will make corresponding adjustments to its countermeasures against the above-mentioned U.S. tariffs. Both sides have agreed to continue extending some tariff exclusion measures.
The U.S. side will suspend the implementation of its 50% rule for export controls for one year. The Chinese side will suspend the implementation of relevant export control measures announced on October 9 for one year and will conduct research to refine specific plans.
The U.S. side will suspend the implementation of its Section 301 investigation measures targeting China’s maritime, logistics and shipbuilding industries for one year. After the U.S. side suspends the implementation of relevant measures, the Chinese side will also correspondingly suspend the implementation of countermeasures against the U.S. for one year.
In addition, the two sides have also reached consensus on issues such as fentanyl anti-narcotics cooperation, expansion of agricultural trade, and handling of individual cases involving relevant enterprises. The two sides have further confirmed the outcomes of the Madrid economic and trade consultations. The U.S. side has made positive commitments in areas such as investment, and the Chinese side will properly resolve issues related to TikTok with the U.S. side.
商务部新闻发言人就中美吉隆坡经贸磋商联合安排答记者问
问：据了解，中美双方在吉隆坡经贸磋商就解决各自关切的经贸问题达成联合安排。请问商务部能否介绍吉隆坡经贸磋商共识更多情况？
答：中美两国元首刚刚在韩国釜山举行会晤，深入讨论了中美经贸关系等议题，同意加强经贸等领域合作。中方愿与美方一道，共同维护好、落实好两国元首会晤重要共识。
中美经贸团队通过吉隆坡磋商，达成的成果共识主要有以下几方面：
一、美方将取消针对中国商品（包括香港特别行政区和澳门特别行政区商品）加征的10%所谓“芬太尼关税”，对中国商品（包括香港特别行政区和澳门特别行政区商品）加征的24%对等关税将继续暂停一年。中方将相应调整针对美方上述关税的反制措施。双方同意继续延长部分关税排除措施。
二、美方将暂停实施其9月29日公布的出口管制50%穿透性规则一年。中方将暂停实施10月9日公布的相关出口管制等措施一年，并将研究细化具体方案。
三、美方将暂停实施其对华海事、物流和造船业301调查措施一年。美方暂停实施相关措施后，中方也将相应暂停实施针对美方的反制措施一年。
此外，双方还就芬太尼禁毒合作、扩大农产品贸易、相关企业个案处理等问题达成共识。双方进一步确认了马德里经贸磋商成果，美方在投资等领域作出积极承诺，中方将与美方妥善解决TikTok相关问题。
中美吉隆坡经贸磋商取得积极成果，充分证明双方秉持平等、尊重和互惠的精神，通过开展对话与合作，能找到解决问题的办法。经贸磋商成果来之不易，中方期待与美方共同做好落实工作，为中美经贸合作与世界经济注入更多确定性和稳定性。
