1. High-Quality Data Supply Initiative
Promote cross-border data flows, and in selected fields build and operate trusted cross-border data spaces to enable efficient, convenient, and secure cross-border movement of data. Work together to develop high-quality corpora and industry-specific high-quality datasets, and advance the co-building and sharing of multilingual corpora, so as to lay a solid foundation for global AI innovation.
2. Inclusive Intelligent Computing Initiative
Promote connectivity among intelligent computing infrastructure. Provide inclusive intelligent computing services for developing countries. Jointly build infrastructure powered by green energy, advance the green and low-carbon development of intelligent computing facilities, and provide computing support for the sustainable development of AI worldwide.
3. Shared Open-Source Ecosystem Initiative
Encourage the joint building of international AI open-source communities, carry out international exchange and cooperation among open-source communities, and promote the sharing of general-purpose foundation models, core algorithms, and tool components. Work together to formulate open-source compliance systems and safety guidelines. Support countries in pursuing localized innovation based on open-source models, and build a global AI open-source ecosystem that is open and shared, secure and orderly, and collaboratively governed.
4. Deep AI Enablement Initiative
Deepen cooperation under the “AI+” framework, build cross-border industrial cooperation platforms, support digital and intelligent capacity-building for developing countries, promote the standardized application and innovative development of AI agents, and advance AI-enabled applications in science, manufacturing, healthcare, education, agriculture, and governance. Use AI to promote economic development, improve social governance, and enhance public well-being.
5. Joint Digital and AI Talent Development Initiative
Jointly build mechanisms for the collaborative training of top-tier digital and AI talent, and promote international cooperation among universities, research institutions, and enterprises. Work together to formulate occupational standards and skills certification systems, and provide diversified, interdisciplinary talent support for global AI development. Raise public AI literacy while paying attention to and safeguarding the rights and interests of vulnerable groups. Jointly address the impact of rapid AI development on employment.
6. Joint Rules and Standards Initiative
Jointly build a system of AI standards and norms, and promote the formulation and revision of international standards. Work together to establish mechanisms for standards alignment and coordination, and improve the inclusiveness and interoperability of standards systems. Strengthen coordination and alignment in AI development strategies, governance rules, and technical standards.
7. Collaborative Safety and Governance Initiative
Jointly build mechanisms for AI safety governance, strengthen the sharing of cybersecurity threat information and cooperation in emergency response, and guard against the misuse and abuse of AI technologies. Study ways to improve the explainability, transparency, and safety of AI, and strengthen AI data governance, in order to foster a sound environment for global AI development. Advocate the establishment of open platforms for sharing best practices and advancing international cooperation on AI safety governance worldwide.
8. AI for Good Initiative
Uphold AI ethics principles of openness and transparency, privacy and security protection, and controllability and trustworthiness, and jointly build a system of AI ethical guidelines. Put into practice the people-centered principle and the concept of AI for good, and promote the building of a more humane intelligent society. Eliminate racism, discrimination, and other forms of algorithmic bias, and safeguard fairness and non-discrimination. Advance international cooperation on the governance of AI research, contribute global public scientific goods to the Global South, and support the United Nations 2030 Sustainable Development Goals.
