China launched "Self-Discipline Initiative for the Generative AI Industry"

On August 29, during the 2024 China Internet Civilization Conference held in Chengdu, China released the "Self-Discipline Initiative for the Generative AI Industry."

This initiative was jointly issued by the Artificial Intelligence Security Governance Special Committee of the China Cyberspace Security Association(中国网络空间协会人工智能治理专业委员会), in collaboration with research institutions and tech companies. It focuses on several key areas, including ensuring data and algorithm model security and compliance, promoting content ecosystem development, pursuing technological innovation and quality enhancement, adhering to values and ethical standards, and encouraging communication, cooperation, and open collaboration.

Self-Discipline Initiative for the Generative AI Industry

In today's rapidly advancing technological landscape, the generative AI field is exhibiting unprecedented momentum and potential. Alongside this emerging technology's progress, we must address the associated risks and challenges. To ensure the healthy and sustainable development of generative AI technology and industry, and to create greater value for society, we solemnly propose the following self-discipline initiative for the generative AI industry:

1. Ensure Data and Algorithm Model Security and Compliance

- Strictly adhere to relevant laws, regulations, and policies in the legal and compliant collection, use, and processing of data.

- Utilize legally sourced foundational models, ensuring the legality and clarity of the data and algorithm models.

- Employ advanced technical methods and management measures to secure data, prevent data leakage, and guard against data misuse.

2. Promote Content Ecosystem Development

- Actively guide AI technology, applications, and services to generate positive, beneficial, creative, and culturally rich content, contributing positive energy to society.

- Implement technical measures to prevent generative AI products from creating inappropriate content such as vulgarity, violence, terrorism, or obscenity, thereby maintaining a healthy and clean online environment.

- Strengthen the protection of intellectual property rights for AI-generated content, respect originality, encourage innovation, and foster the prosperity of content creation.

3. Pursue Technological Innovation and Quality Improvement

- Continuously increase investment in generative AI technology research and development, driving innovation and breakthroughs.

- Establish and improve quality assessment systems and supervision mechanisms to ensure that AI-generated content adheres to policies, regulations, and standards.

4. Adhere to Values and Ethical Standards

- Respect human dignity, rights, and freedoms, and implement technical measures to prevent the application of generative AI technologies from infringing on others' privacy.

- Ensure that technology and products align with core socialist values and meet ethical standards and societal expectations.

- Follow principles of fairness, transparency, and justice, marking AI-generated content as required and avoiding the manipulation of public opinion through AI technologies.

5. Promote Communication, Cooperation, and Open Collaboration

- Actively collaborate with academia, industry, and government agencies to explore application scenarios and development directions for generative AI technology.

- Embrace open collaboration, promote the exchange and sharing of generative AI technologies and achievements, and contribute to a positive industry ecosystem and the healthy development of the AI industry.

We recognize that self-discipline is essential for industry development and is key to gaining societal trust. We will use this initiative as a guiding principle, consciously accept supervision from all sectors of society, and continuously improve ourselves to contribute to the growth and prosperity of the generative AI industry and create greater value for human society.
